New neuro-inclusive housing development being built in Littleton
Trailhead Communities in Littleton will be a neuro-inclusive housing development providing 60 for-sale condominiums and 23 affordable apartments serving individuals with intellectual and developmental disabilities (I/DD), older adults, and others with incomes at 60 to 70 percent of the Area Median Income or below. Fifty percent of the development’s total units are preferred for residents with I/DD.
Through the successful work of the Stepping Stone Support Center, which provides prevocational and life skills training, job placement, job coaching services, social events, and community connection, it was determined there was a strong need for adults with I/DD to live independently in a home of their own. In 2016, a group of parents, Stepping Stone staff, and other stakeholders collaborated to create a nonprofit to address this need: Stepping Stone Communities, which is sponsoring Trailhead Communities. An HOA will facilitate an extensive set of services and amenities for residents.
Trailhead Communities is the first neuro-inclusive housing development of its kind in Colorado. Construction is expected to be complete in August 2023. CHFA was proud to support the development with a $4 million second mortgage construction loan and Cash Collateral Support structure through CHFA’s Housing Opportunity Fund (HOF).

Fort Collins preservation project provides for-sale housing
Elevation Community Land Trust (ECLT) and Housing Catalyst (Fort Collins’ housing authority) have partnered to create new homeownership opportunities for households with incomes at 80 percent of the Area Median Income or below in Fort Collins. The project involved the purchase, renovation, and sale of former public housing units to create 44 homes for sale.
Home types include duplex, triplex, four-plex, and single family. Qualified buyers purchase the homes and lease the land from ECLT. This structure provides permanently affordable homeownership opportunities for the Fort Collins community.
CHFA is supporting this development by providing ECLT with an $8.8 million loan from CHFA’s Housing Opportunity Fund (HOF); funding will occur in four tranches.

Capital Magnet Fund award
CHFA has been awarded a $9 million Capital Magnet Fund (CMF) grant to support the development and preservation of affordable rental housing across Colorado. CHFA was selected to receive an award among 59 total recipients nationwide. This is the largest and fifth consecutive CMF award that CHFA has received, bringing the total award amount to more than $33.6 million since 2018.
Outreach and Engagement forum
CHFA, Housing Colorado, and the Colorado Department of Local Affairs Division of Housing (DOH) are hosting the 2022 Statewide Outreach and Engagement Forum series this summer. Participants will hear from each organization on policies, programs, and recent housing-related legislation and engage in facilitated discussions. Events have been held in Denver, Frisco, Grand Junction, and Greeley, and the remaining events will be held in Durango (August 2nd) and Colorado Springs (August 9th).
2022 homeownership contest
CHFA kicked off its 2022 Homeownership Contest, “House Proud,” on June 20th. The contest asks CHFA homeowners, “What makes you most proud about your home, or about being a homeowner?” Participants are asked to submit a photo that corresponds to their answer. The contest runs through August 5th. A winner will be randomly selected on August 12th and will win a $500 Visa® gift card.
