2023 CHFA Loans to Millennial and Gen Z Homebuyers
In 2023, 81 percent of CHFA home loans included a Millennial or Generation Z borrower, with a median borrower age of 32 across the portfolio. Millennials were born between 1981 and 1996 (currently aged 28-43) while members of Gen Z were born between 1997 and 2012 (currently aged 12-27).

Marshall Street Landing Celebrates Groundbreaking
Marshall Street Landing in Arvada hosted a groundbreaking ceremony on Thursday, March 28th. Developed by Family Tree, Inc. and Blueline Development, Inc., Marshall Street Landing will provide 85 units of supportive housing for individuals and families exiting homelessness with incomes at or below 30 percent of the Area Median Income.
The development will utilize principles of trauma-informed design and will include space for community gatherings as well as onsite staff and service provisions. CHFA was proud to support Marshall Street Landing by awarding $1,553,542 in federal 4 percent Housing Tax Credits and $648,429 in state Affordable Housing Tax Credits in 2022. CHFA’s Housing Tax Credit Manager, Kathryn Grosscup, delivered remarks on behalf of CHFA at the event.

Paragon Service Dogs Supported with CHFA Loan
CHFA recently supported Paragon Service Dogs (PSD), a nonprofit organization based in Henderson, with a $600,000 direct loan to support the purchase of real estate that will become the organization’s new headquarters. Founded in 1978, PSD’s mission is to empower deaf and hard of hearing individuals by training service dogs that are paired to their owners for life. Since its founding, the organization has successfully matched 1,400 teams of dogs and owners.
PSD currently does business as International Hearing Dog, Inc., but changed their legal name in 2023 and plans to undergo public rebranding following their move to their new headquarters. The new name will reflect the broader range of dog training services they will provide in addition to hearing dogs. PSD is a certified assistance dog agency by Assistance Dogs International, enabling them to train all service dog types other than seeing-eye dogs.

CHFA Visits Congressional Delegation in D.C.
In March, a cohort of Chfaians traveled to Washington, D.C., for the National Council of State Housing Agencies (NCSHA) 2024 Legislative Conference. This annual event provides CHFA the opportunity to meet with member offices from Colorado’s Congressional delegation to discuss legislative priorities as established by NCSHA, as well as to highlight CHFA’s impact and work throughout Colorado.
This year, CHFA urged support for housing measures in the 2024 Tax Bill, which includes key provisions that would strengthen the federal Housing Tax Credit program. Additionally, the team applauded the extension of the Federal Financing Bank Risk-Sharing program, urged support for Performance-based Contract Administration in the THUD appropriations bill, and advocated for permanent authorization of the New Markets Tax Credit and changes to industrial development bonds.

Proposition 123 Equity Program Launched
From March 18th through April 18th, CHFA accepted applications for the Equity program established by Proposition 123. The program provides below-market-rate equity investments to eligible for-profit and nonprofit entities for the construction or preservation of low- and middle-income multifamily rental developments. As established by the statute, a Tenant Equity Vehicle (TEV) will benefit residents of developments that receive financing. Selectees will be announced in July.
Eagle Awards Nominations Announced
Colorado’s Rent Reporting for Credit Pilot Program established by HB21-1134 and administered by CHFA was recently nominated for a 2024 Housing Colorado Eagle Award. Each year, the Eagle Awards recognize excellence across the affordable housing industry in Colorado, and many affordable housing developments CHFA has been pleased to support also received nominations. Winners will be announced at a ceremony on May 30th in Denver.
LAEF Celebrates 75th Anniversary
CHFA was proud to sponsor and attend the Latin American Educational Foundation (LAEF) 75th Anniversary held March 16th in Glendale. LAEF’s mission is to invest in the promise of Colorado Latino students through scholarships, educational opportunities, and community partnerships so they can achieve their highest potential. Since its founding, LAEF has awarded more than 7,000 scholarships to Colorado Latino students.
